Though models such as DeepSeek demonstrate that notable advancements can occur without relying heavily on computing power, the objective of implementing AI solutions at scale continues to pose a considerable challenge.

DeepSeek R1: A Turning Point in the AI Landscape

In January 2025, the AI industry experienced a transformative event with the introduction of DeepSeek R1, a large language model developed in China. Unlike prior AI milestones that wowed the world with superior functionalities, DeepSeek R1 captured attention with its resource efficiency. While leading platforms from OpenAI, Google, and Meta typically required countless GPUs for training, DeepSeek R1 was reported to utilise only a few thousand—questioning the long-held notion that superior compute power is essential for AI triumphs.

The success of DeepSeek provokes an intriguing question: Is it possible for India to formulate a comparable AI disruptor? To explore this, we should delve into four vital elements that influence AI success: innovation, compute power, data quality, and serving capacity.

Innovation: Can India Achieve Efficiency like DeepSeek?

The impressive efficiency exhibited by DeepSeek results from its inventive methodology, incorporating Mixture of Experts (MoE) models and Multi-head Latent Attention. This accomplishment underscores the significance of progressive AI research rather than solely relying on extensive computing resources. With an abundance of skilled professionals in STEM, India is well-positioned to drive innovation in AI. The country boasts a longstanding tradition of excellence in mathematics and computer science, complemented by a highly developed IT sector.

AI advancements do not necessitate large teams; rather, they require a select few brilliant minds contributing unique ideas. With India’s intellectual potential, there is every reason to believe that researchers in the country can attain similar breakthroughs in AI efficiency.

Compute Power: Does India Possess Sufficient Resources?

High-Flyer, the affluent Chinese hedge fund behind DeepSeek R1, reportedly possesses tens of thousands of GPUs. While DeepSeek R1 utilised a limited number of GPUs during its training, the precise figures for the foundational model remain ambiguous. Should it indeed require minimal compute assets, this would herald a significant evolution in AI development.

India’s access to GPUs has been historically challenging, particularly as leading chips are predominantly controlled by U.S. firms like NVIDIA. However, advancements in AI infrastructure are underway in India, supported by governmental initiatives aimed at enhancing domestic semiconductor production. As breakthroughs in AI efficiency progress, India’s relative GPU shortages may become less of an impediment.

Data Quality: Can India Assemble Top-Notch Datasets?

Data constitutes a fundamental element of any AI framework. Brands such as OpenAI, Meta, and DeepSeek invest heavily in assembling high-quality datasets for their model training. Given its diverse linguistic and demographic makeup, India has the opportunity to create extensive and high-quality datasets conducive to AI training.

Although access to data and processing capabilities poses challenges, the growing AI ecosystem, bolstered by initiatives from both governmental and private sectors, is poised to bridge these gaps. The focus must be on ensuring Indian AI models are trained on clean, diverse, and unbiased datasets to remain competitive.

Serving Capacity: The Major Challenge?

Even if India succeeds in developing an efficient AI model, the obstacle of deploying it at scale remains. Models, including GPT-4 and Gemini, cater to millions of users concurrently, necessitating extensive data centres equipped with thousands of GPUs consuming significant amounts of energy.

DeepSeek may have achieved training efficiency, but its extensive adoption still requires considerable computing resources for inference and deployment. While India’s data centre framework is advancing, large-scale AI implementation remains a hurdle. Unlike training, where efficiency can lessen GPU reliance, inference and deployment necessitate powerful, energy-intensive infrastructures.

Without substantial investments in AI infrastructure, Indian models may find it challenging to gain widespread traction.

Regulatory and Ethical Considerations

Major AI models are subjected to thorough safety assessments and adherence to stringent regulations surrounding content moderation, copyright compliance, and ethical AI usage. DeepSeek, operating with fewer governance restrictions, enjoys an edge in rapid deployment.

India’s regulatory landscape for AI is evolving, and any domestic AI disruptor will likely undergo scrutiny prior to public rollout. While these measures are vital for responsible AI advancement, they could decelerate development compared to models functioning in more lenient regulatory environments.

Can India Architect the Next DeepSeek?

India possesses the talent, innovative potential, and data resources essential for constructing effective AI models. However, limitations in compute power and the demand for robust deployment infrastructure present formidable challenges. Despite models akin to DeepSeek demonstrating the possibility of breakthroughs without extensive computing power, the task of serving AI solutions at scale continues to be a significant obstacle.

India can achieve major advancements in AI, but creating a global sensation will necessitate more than merely an efficient model. Strategic investments in AI infrastructure, clarity in regulations, and an emphasis on deployment capabilities will play pivotal roles in ensuring that India not only devises AI disruptors but also effectively implements them on an international stage.
