Aadhaar Card Redesign for Enhanced Privacy

The Aadhaar card redesign is being considered by the Unique Identification Authority of India (UIDAI) to bolster user privacy and reduce the misuse of personal information. A recent report from PTI indicates that UIDAI may soon introduce Aadhaar cards featuring solely the holder’s photograph and a QR code, eliminating all other printed personal information, including the name, address, and Aadhaar number.

UIDAI’s Motivations for the Redesign

During an online conference regarding an upcoming Aadhaar application, UIDAI CEO Bhuvnesh Kumar stated that the initiative aims to deter offline verification practices, which, despite prohibition under the Aadhaar Act, are still prevalent. Numerous hotels, event planners, and private organisations continue to request photocopies of Aadhaar cards, raising alarms about data theft and identity fraud.

Kumar noted the consideration behind diminishing details on the card, suggesting that it should feature only a photograph and a QR code. He highlighted that printed information could lead to misuse, saying that individuals adept at exploiting such data will persist in their actions.

Benefits of the Proposed Redesign

The anticipated redesign is poised to enhance privacy while facilitating prompt age and identity verification. The encrypted QR code will encompass all relevant data, permitting authorised bodies to authenticate users securely without revealing sensitive information. UIDAI intends to review the proposal on December 1.

New Aadhaar App Launch

In addition to the redesign, UIDAI is gearing up to roll out a new Aadhaar application to replace the current mAadhaar app. This upgraded platform will empower users to update address proof documents, add family members without mobile phones, and modify mobile numbers through facial recognition. It will also facilitate Aadhaar-based identity checks for hotels, cinemas, educational institutions, events, and other scenarios necessitating age verification.

Collaboration with Key Stakeholders

Recently, UIDAI convened a joint meeting with banks, hotels, and fintech companies to communicate the forthcoming changes and ensure they align with the Digital Personal Data Protection Act, which is set to become fully operational over the next 18 months.

Integration of New Verification Systems

Officials from UIDAI stated that the new app will function similarly to DigiYatra, generating numerous authentication use cases. Organisations needing offline verification, known as OVSEs, will be required to integrate with the new system. The QR code-based verification will be aligned with facial matching, providing proof of identity and physical presence. UIDAI plans to unveil this rule by December 2025, enabling OVSEs to transition to the new privacy-focused framework.
