OpenAI Partners with TCS to Build AI Infrastructure

OpenAI is reported to be in discussions with Tata Consultancy Services (TCS) regarding a partnership to develop AI computing infrastructure in India and co-create agentic AI solutions for businesses.

Details of the Collaboration

According to information from The Economic Times, this partnership would signify the launch of OpenAI’s Stargate India chapter and is anticipated to boost TCS’s goal of becoming the largest AI-driven services company globally. India holds the second-largest user base for ChatGPT after the United States.

Initiatives Under the Stargate Project

In September, OpenAI laid the groundwork for its Stargate initiative in India by engaging in talks with government bodies and prominent tech companies. Although early discussions with Reliance Industries did not lead to an agreement, focus has now shifted to exploring opportunities with Tata Group, as indicated in the report.

Focus Areas of the Partnership

A key aspect of the alliance is the creation of agentic AI solutions that utilise advanced GPT large language models, specifically for enterprise clients in sectors such as banking, financial services, insurance (BFSI), retail, consumer goods, and manufacturing.

Investment Initiatives

Last month, TCS collaborated with private equity firm TPG to announce a joint investment amounting to ₹18,000 crore (approximately $2.1 billion) in HyperVault, aimed at developing gigawatt-scale, AI-ready data centres in a 51:49 agreement. OpenAI has been identified as the first anchor tenant for these data centres, which will also cater to hyperscalers, corporate clients, sovereign cloud operators, Tata Group firms, and government institutions, according to the report.

Regulatory Compliance and Data Localisation

In response to heightened regulatory demands for data localisation, OpenAI has implemented local data residency in several key Asian markets, including India, Japan, Singapore, and South Korea. This initiative is considered a critical component of the upcoming collaboration with TCS, ensuring alignment with regulatory frameworks.

Leadership Discussions in the US

The senior management team at TCS is currently in the United States finalising the terms for this prospective collaboration, with intentions to announce formal agreements by the year’s end. Currently, there are no plans for OpenAI to infuse equity into HyperVault.

Strategic Goals of the Partnership

The partnership aims to capitalise on TCS’s strategic transition towards next-generation computing, which includes comprehensive solutions, ecosystem enhancement, workforce skill development, and innovative delivery models via AI agents. This initiative comes at a time when Indian software service firms are navigating challenges posed by advancements in AI, evolving delivery models, geopolitical issues, and slowed deal momentum due to tariff uncertainties.
