The Telecom Regulatory Authority of India (TRAI) has released its recommendations concerning the Regulatory Framework for Ground-based Broadcasters (GBB) on Wednesday. The main objective is to leverage technological advancements to improve the distribution of television channels to distributors. TRAI recommends that the core function of GBBs should be to provide television channels to distribution platform operators (DPOs) through terrestrial communication channels for later retransmission.
Key Recommendations:
– Ground-based broadcasters are authorised to use any terrestrial communication medium(s) for delivering channels to DPOs.
– There are no restrictions on the application of terrestrial communication technologies or systems, allowing broadcasters to deploy various systems according to their business models.
The official announcement underscored that technological advancements now empower broadcasters to provide television channels to DPOs through terrestrial methods, encompassing both wireline and wireless communication technologies. Moreover, channels that are transmitted via terrestrial means can be shared across different DPO networks simultaneously for retransmission.
In light of these advancements, establishing a supportive framework is crucial to ensure that service providers can effectively leverage technological progression.
Flexibility in Broadcasting:
– A ground-based broadcaster is permitted to transition to or additionally use satellite mediums for broadcasting, subject to the approval of the Central Government.
– Likewise, satellite-based broadcasters (SBBs) may switch to or employ terrestrial communication mediums for their broadcasting, contingent upon obtaining the required government permissions.
Considerations for GBBs:
– The designated service area for a GBB should cover the national level.
– The framework proposes that the ministry assess the compliance of Free Ad-Supported Streaming Television (FAST) channels with existing guidelines and policies. Should it be necessary, the ministry may formulate policy guidelines for these channels in collaboration with TRAI.
The ministry first sought TRAI’s recommendations on the Regulatory Framework for Ground-based Broadcasters through a letter dated May 22, 2024. Subsequently, TRAI released a consultation paper on October 18, 2024, inviting responses and counter-comments. An open house discussion occurred on December 20, 2024.
