KEO: Affordable AI-Ready Computers for Karnataka’s Digital Divide

The KEO initiative, introduced by the Karnataka government, aims to provide an economical, knowledge-driven personal computer to address the significant digital divide in the state. This device runs on RISC-V processors and a Linux-based operating system, making it an accessible option for many users.

The Importance of KEO in Karnataka

IT-BT Minister Priyanak Kharge highlighted the importance of this initiative, pointing out that the state’s current digital penetration is only 15%. This low percentage is insufficient for equipping citizens with the skills required for modern education and digital job markets. KEO is specifically developed to combat this issue.

Features of KEO

Positioned as an “AI-ready computer,” KEO is outfitted with an on-device AI core and comes preloaded with BUDDH, an AI assistant trained on the Karnataka DSERT syllabus. This assistant is particularly beneficial for students in areas with limited internet access. Currently, BUDDH operates in English, with plans to add support for Kannada in the future. The device offers a variety of connectivity options, including 4G, Wi-Fi, Ethernet, as well as USB-A, USB-C, HDMI, and an audio jack. Additionally, it includes essential learning, coding, and productivity applications.

Technological Sustainability and Longevity

The KEO’s technological design prioritises long-term sustainability. Sharath Kumar Bache Gowda, Chairman of KEONICS, noted that choosing open-source architectures like RISC-V extends the device’s service life significantly compared to traditional systems based on Intel, Apple, or Android. This combats planned obsolescence, ensuring the device remains functional for users over time. Mr Gowda emphasised the project’s technical significance, stating that deploying a Large Language Model (LLM) on an edge device represents a global first.

Market Positioning and Availability

Rather than being marketed as a luxury item, KEO is positioned as an “inclusion device.” Chief Minister Siddaramaiah introduced KEO at the Bengaluru Tech Summit, and the first phase will roll out 500 units designated for business-to-consumer (B2C) sales rather than immediate government distributions. After this initial launch, the devices will be distributed widely across schools, colleges, government offices, small businesses, and homes. The procurement process for these computers will be managed by the government in collaboration with local startups and semiconductor companies to custom-build the necessary hardware.
