Telegram Temporarily Blocked in India for NEET Re-Examination

The government has put a temporary block on Telegram in India until June 22 and has instructed the messaging service to deactivate its message-editing function until June 30. This action comes ahead of the NEET (UG) 2026 re-examination scheduled for June 21. In a statement released on Monday, the National Testing Agency (NTA) revealed that this step aims to prevent fraud and misinformation related to the medical entrance exam. Various Telegram channels and groups have purportedly claimed to offer access to the NEET re-exam question paper in return for payment, but the NTA has stated that these assertions are false and has advised students not to trust anyone offering exam papers prior to the test.

The agency noted that the Indian Cyber Crime Coordination Centre (I4C), in collaboration with the Ministry of Electronics and Information Technology (MeitY) and state police departments, has been actively shutting down Telegram channels and groups involved in these actions for several weeks. However, the NTA expressed that simply removing individual channels was insufficient, as new groups continued to emerge. Consequently, the agency sought more extensive measures against the platform during the examination timeframe.

According to the National Testing Agency, the primary concern for the authorities is Telegram’s message-editing feature. The NTA indicated that this feature allows users to alter old messages while retaining the original timestamp. Officials allege that this capability has been exploited to fabricate “proof” of paper leaks by appending exam papers to older messages post-exam.

The agency also pointed to recent enforcement actions taken by state authorities. For instance, the Ahmedabad Cyber Crime Police arrested members of an alleged cyber fraud gang that managed eight Telegram channels. Investigators uncovered transactions totalling approximately Rs 1.5 crore linked to this operation.

While the NTA acknowledged that these restrictions may inconvenience regular users, it emphasised that the measures are temporary and designed to ensure a fair and secure conduct of the NEET re-examination. The agency reiterated that the NEET (UG) 2026 re-exam will proceed as planned on June 21 and advised students to depend solely on official NTA channels for updates.

This block appears more as a performative gesture rather than a substantial assurance that poor management issues seen in previous exam conduct will not recur. Merely blocking Telegram does not instill confidence in the integrity of the examination process this time, and it seems that the government must undertake more comprehensive actions to demonstrate its commitment to integrity.
